This option is on configuration page. If not set, default value is 59. What it means is that is will limite the amout of calls to GoogleApi withing 60 seconds. If the number of calls is abowe the intervalCap value withing within 60 seconds, it will be queued and get a delayed invocation. It shuld should always be executed, but with some delay to avoid rate limit situations at Google.
Just play with it. The App need to be restrated after updating the value.
